The county health officer or the city humane officer, or his deputies, upon receiving
any dog or cat, shall make a complete registry, entering therein the breed, color
and sex of such animal, and the place and time of taking it into custody. If the animal
is tagged, he shall enter the name and address of the owner and the number of the
vaccination and/or registration tag.
