All persons, including subdividers, property owners and developers, hereinafter referred
to as "subdividers," who own or control property and who, in the opinion of the city
council, or such other officer as may be designated for the purpose, must construct
street or drainage facilities in such a manner that they will benefit other property
owners, may at their cost and expense construct such street and drainage facilities
in accordance with the master plan of the city and in accordance with such conditions
as may be prescribed by the ordinances of the city or the city council.
